RESPONSIBILITIES:

The Maintenance Programs Engineer reports to the Maintenance Programs Manager and is responsible for the following:

  1. Establish and maintain the Pinnacle Airlines Federal Aviation Administration (FAA) Approved Maintenance Programs.  These Programs are controlled through the Pinnacle Airlines FAA Approved, revision controlled Time Control Index (TCI).
  2. Maintain the aircraft, engine and component tasks associated with the Aircraft and Component Maintenance Programs within the Company computer-aided maintenance tracking systems as necessary.  These tasks are based on the Pinnacle Airlines FAA Approved TCI and derived from the manufacturer’s MRB documents, Maintenance Task Card changes and other change requirements as indicated by the Pinnacle Airlines Continuous Analysis and Surveillance Program.
  3. Administer the quality control functions as related to Maintenance Programs.
  4. Administer RAMCO quality control functions as related to Maintenance Programs.

ESSENTIAL JOB FUNCTIONS:

  1. Maintain advanced knowledge of manufacturer’s MRB documents, Maintenance Task Card Manuals, and Maintenance Planning Manuals and their periodic revisions and temporary revisions in order to establish and maintain the FAA Approved Aircraft Maintenance Program.
  2. Maintain advanced knowledge of RAMCO (and other Company computer-aided maintenance task systems as necessary) for creating and maintaining airframe, engine and component inspection tasks and for creating and maintaining Aircraft and Component Maintenance Programs.
  3. Maintain the aircraft, engine and component tasks and the Aircraft and Component Maintenance Programs within RAMCO (and other Company computer-aided maintenance tracking systems as necessary) based on the Pinnacle Airlines FAA Approved Time Control Index, manufacturer’s MRB documents and Maintenance Task Card changes, and other change requirements as identified and directed by the CAS Board.
  4. Perform a daily audit of deferred maintenance items with regard to accuracy and completeness of information, references, damage limitations, and temporary and/or permanent requirements for continued airworthiness and establish and/or remove maintenance inspection tasks accordingly.
  5. Monitor Damage Tolerance Analysis results and requirements of structural repairs for specific Instructions for Continued Airworthiness and include those requirements in revisions of the FAA Approved Time Control Index for each fleet type.
  6. Periodically revise and/or issue temporary revisions to the FAA Approved Time Control Index Manual for each fleet type based on Maintenance Program changes and maintain accurate tracking records for the revisions.
  7. Maintain a high level of knowledge and be available for consultation with the Director, Maintenance Engineering in the following areas: Aircraft Maintenance Programs (including the individual inspection tasks and inspection packages and the Time Control Index for each aircraft), Project Authorizations, and the Continuous Analysis and Surveillance Program.
  8. Assist in supporting 14 CFR 121 Continuous Analysis and Surveillance requirements through monitoring of the effectiveness of Maintenance Inspection Programs and findings and assist in making recommendations for new tasks, interval escalations and/or de-escalations or other changes based on results.
  9. Assist in reviewing various manual revisions, Service Bulletins, and Airworthiness Directives to determine appropriate actions.
  10. Assist in formulating Maintenance Program changes, Project Authorizations, Engineering Orders or other relevant engineering documents.
  11. Assist in monitoring the effectiveness of corrective action applied to CAS deficiencies associated with Maintenance Inspection Programs and/or Maintenance Inspection Tasks.
  12. Assist in monitoring and analyze results and findings on internal audits to detect and assist the development and execution of effective and applicable corrective actions.
  13. Participate in industry Working Groups and Steering Committees, as necessary, to assist with development and enhancement of Maintenance Programs for related fleet types.
  14. Maintain specific aircraft REO folders by adding and/or removing new and/or revised REOs.
  15. Liaison with Aircraft and Component manufacturers as necessary to assist in affecting changes/revisions to existing support documentation to ensure its efficiency, accuracy and effectiveness.
  16. Provide assistance, as necessary, to Maintenance Personnel to procure approved manufacturer documentation for temporary and/or permanent relief and/or repairs to damage and to interpret documentation.
  17. Additional duties and responsibilities as assigned by the Maintenance Programs Manager.

TYPICAL PHYSICAL DEMANDS:

Some repetitive motion such as typing.  Position requires some physical exertion such as pulling, pushing, reaching, bending, standing, walking and light lifting of boxes, bags and electronic equipment not in excess of 50 lbs. May involve long periods of standing or sitting.

TYPICAL WORKING CONDITIONS:

Work is performed at Pinnacle’s corporate offices in an office environment.  Position requires interaction with office personnel, external customers and FAA personnel.

MINIMUM QUALIFICATIONS:

College degree in Engineering (aerospace preferred) with five years of airline operations maintenance program experience or FAA issued mechanic certification with Airframe and Powerplant ratings and five years of airline operations maintenance program experience or equivalent is required.  Knowledge and understanding of MSG-3 processes and functions is required.  Must be capable of simultaneously managing multiple projects and posses strong communication and presentation skills to work with all levels across the M&E Division.  Advanced word processing skills and intermediate Excel spreadsheet skills are required.  Intermediate to advanced level of computer typing skills required.

SPECIAL REQUIREMENTS:

Advanced knowledge and skills of computer applications such as Word, Excel, and Power Point software is required.  Proficiency in written/oral communications, research and analytical skills are required.  Must be willing to work occasional odd hours including some evening, weekends and Holidays.  Occasional travel is required.  Must possess valid drivers license and if position requires use of company vehicle(s), must be insurable under company insurance coverage.
